Description

In response to frequent flooding along the Butuanon River near Mandaue Green Learning Park in Umapad Barangay, Mandaue City, the local government has implemented structural flood mitigation measures. These include:

Concrete and steel flood barriers constructed along the riverbeds.
Dredging operations to remove accumulated soil and sediment, increasing the river's capacity to carry water during heavy rains.

However, these interventions encapsulate the river rather than allowing it natural space to flow and expand during floods, a contrast to practices like "Room for the River" in the Netherlands. This approach highlights differing strategies in flood management, influenced by urban density, land use, and resource availability.

A recent typhoon caused significant damage to these barriers, exposing the area to increased flood risks. On February 28, 2024, repair operations were underway, with workers reinforcing the barriers and continuing dredging efforts. While these repairs aim to reduce the immediate risk of flooding, the long-term sustainability and ecological impact of this encapsulated approach remain key considerations.
